Climate change increasingly affects our urban environments, adding to existing challenges cities face in providing a healthy living environment, while maintaining and restoring biodiversity (Wilby & Perry, 2006). Finding effective solutions for these combined challenges requires transitional thinking, in line with the already-existing drive towards designing more green-blue cities (Thorne, 2020).
Recent years have seen a proliferation of concepts and approaches related to this (O’Donnel, 2021). However, it remains often unclear if they really work, whether they are future-proof and if smart combinations of measures could more effectively address these challenges related to climate change and biodiversity. TURquoise’s main research question is therefore: what are the prerequisites for successful and sustainable measures and interventions towards green-blue cities, and how can we support a more transparent and inclusive decision-making process using decision support tools?
We propose the following steps:
1. Inventory, assessment and evaluation of the effectiveness of existing measures aimed at urban climatic mitigation and increase in biodiversity.
2. Development of a Decision Support Framework (DSF) to identify the best combination of existing or new measures to address biodiversity and climate related challenges in a system and location specific context.
3. Testing different use case scenarios in selected cities, focussed on city-specific objectives and levels of ambitions.
4. Evaluation of the employability of identified solutions in view of the different ecological, political and socio-economic conditions, based on stakeholder consultations.
The scientific breakthrough is in the development of an interdisciplinary framework to design climate resilient green-blue cities based on different knowledge domains, integrating data-driven and participatory scenario modelling into a practical DSF. This will combine proven scientific concepts with location-specific scenarios based on stakeholder objectives and ambitions. The feasibility of proposed solutions will be evaluated and tested in an iterative process under real-life settings with the stakeholders involved.
