Onderwijs leidt niet op voor de eerste transitie naar de arbeidsmarkt, maar voor een loopbaan. Instellingen en werkgevers moeten het tekortvraagstuk dan ook zien als een gezamenlijk probleem en samen de regionale banen van de toekomst uitdenken
